This e-learning is based on the that sets out the systems and process requirements for ICT procurement in a way that supports the transition to circular and sustainable system solutions.
Public procurement is a powerful tool for improving the circularity and sustainability of information and communications technology (ICT) required for a successful green and digital transition. ICT procurement can support public sector digital transformation in line with ITU goals of growth, inclusiveness, sustainability, innovation, and partnership.
The course closely follows the content of the guide to give an overall understanding of the topics covered. In areas where learners want to get a deeper understanding of the topics and case studies, references are made to the guide for further reading.
The e-learning helps public sector procurement planners and professionals to improve the circular and sustainable outcomes of ICT buying decisions and to avoid adverse impacts on social and environmental systems. It covers three levels of circular and sustainable ICT procurement necessary for getting started or improving: Policy and strategy; creating the conditions; and procurement processes.
Developed as part of the , the guide and e-learning supports governments and other public buyers in their implementation of GovStack by promoting the reuse of digital public goods.
This is a self-paced e-learning course which should take you approximately 2.5 hours to complete. Each module ends with a quiz, if you pass all the quizzes (80% minimum grade), you will receive a badge certifying successful completion of the course. The badge will become available after the completion of the last quiz and the submission of the course evaluation form.

Module 2: Fundamentals
This section covers the fundamentals of circular and sustainable ICT procurement to provide a solid understanding of definitions and concepts.
Module 3: Policy and strategy
This module covers how national governments can set the agenda for sustainable and circular ICT, taking the practice from general compliance with international sustainability directions to advancing to good practice, eventually reaching beyond good.
Module 4: Creating the conditions
Policies and plans for circular and sustainable ICT procurement require the right conditions to make them happen on the ground. This section covers some practical steps for capacity building and enabling circular and sustainable ICT procurement within government agencies, other procuring authorities, and other stakeholders such as suppliers.
Module 5: Procurement processes
This section explores the possibilities for circular and sustainable procurement of ICT in practice. Aligned with the process laid out in Recommendation ITU-T L.1061, this section elaborates on the process to provide methods, approaches, and cases of application for circular procurement of ICT.
Module 6: Summary
This section summarizes the learnings from the course and looks at a list of things to remember from each chapter.
